1. General Background of Project / Assignment
The Norwegian Embassy in Nepal has requested UNOPS to assist the Government of Nepal in the reconstruction of earthquake-affected educational facilities. UNOPS proposes to rebuild or retrofit 39 damaged schools in the areas of Nepal which have experienced significant destruction and received limited reconstruction help so far. The project is expected to be implemented from July 2018 to June 2021.
The project includes school selection based on needs and close collaboration with the Government of Nepal's National Reconstruction Agency and Ministry of Education. The schools selected will be rebuilt to international standards, both from a structural and functional point of view. UNOPS will commit to quality learning spaces which offer all the Government of Nepal-defined Minimum Enabling Conditions (gender inclusion, accessibility, water and sanitation facilities, electricity provision, playgrounds, furniture).
2. Purpose and Scope of Assignment
The Project Engineer (PE) will have strong technical skills and expertise in building construction (preferably in the education sector) with sound management skills. He/She will be responsible for quality controlling of day-to-day implementation of the project while keeping the project progress and will report to the District Construction Manager on a regular day to day basis and specially when issues and project risks have to be escalated. He/she is expected to meet and exceed the organizations performance and delivery goals and provides services to the different donors, partners and beneficiaries.
The project engineer shall have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to ensure the project products are capable of meeting the business cases for both UNOPS and the client
- Review the contractor's work programmes, resource schedule and project implementation plans
- Ensure that the contractors staff comply with their work plans and complete the work within the specified scope and time frame;
- Supervise construction on site, ensuring that the works meet the quality standards expected by UNOPS and in accordance with specifications laid down in the contract.
- Assess and recommend variation orders submitted by the contractors by preparing corresponding cost estimates, rate analysis based on current market prices.
- Assess and evaluate the contractor's performance and resources;
- Verify contractors payments for certification by the Project Manager
- Coordinate with Government of Nepal authorities and contractor for smooth implementation of the project and ensure the functionality of the hospital with minimum disturbance.
- Participate in the progress review and project coordination meetings, prepare minutes of the meeting and forward to Project Manager for approval.
- Perform other duties as may be assigned by the Project Manager.
- Deliver fully functional schools as per the design documents meeting UNOPS expectation.

- Regular monitoring of Programme/Schedule;
- Proactively highlighting problems with quality, timeliness and safety;
- Checking of setting out;
- Checking and certifying and conducting appropriate quality control tests of Form work, Reinforcement, Concreting and other works;
- Ensure quality of materials being used meet the relevant specifications and standards;
- Supervision of finishing works such as plastering, painting, tiling etc;
- Certify the joint measurement of work done taken by quantity surveyor with the contractor's representative at regular intervals;
- Keeping site records relating to materials, labour and plants and equipment at site and shared with quantity surveyor for reporting;
- Ensure safety at site.
- Environment monitoring.
Education
- BSc Engineering specilized in Civil Engineering is required
Work Experience
- At least 2 years of relevant experience in the building construction field is required
- Multi-tasking, flexibility and attention to details while maintaining a high service level is preferable.
- Proficiency in Microsoft Office 2010, Microsoft Project, Microsoft Access, databases and internet. Ability to draft various types of documentation in English is required.
- Knowledge and use of drafting skills with AutoCAD software is essential.
Language
- Full working knowledge of English and Nepali is mandatory.
- Project Management certification (for example PRINCE2® Foundation is desirable)
- Demonstrates strong technical knowledge and commitment to continuous learning.
- Demonstrates results orientation and focus on solutions.
- Ability to develop and maintain effective work relationships with clients, donors and other stakeholders.
- Ability to plan work in a collaborative manner and to manage priorities
