Role objectivesUnder the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Senior Program Coordinator in coordination with department heads and project managers and relevant HQs and RO Cairo units, the successful candidate will be responsible for the implementation of the activities related to the engineering project works for the various programs of IOM Libya.
Expected outputResponsible for the planning, project controls and field supervision of engineering project works under various programs of the mission. 
Coordinate all technical design and specification for any kind of construction, including water supply, sanitation and hygiene promotion activities, monitoring the quality standard, interfacing issues with IOM project management team and field engineers including technical aspects supervision, contractors, suppliers and stakeholders under his/her area of expertise. 
Prepare detailed refurbishment and implementation plans for all departments in the mission including community stabilization, rehabilitation of infrastructure to improve the reception and conditions of migrants as well as border facilities which clearly establish cost estimates, activities, milestones, implementation phases and time frames. 
Develop a detailed and clear risk management plan for rehabilitation projects taking account of the local operating environment and any local issues relevant to each site. 
Ensure compliance with all relevant IOM guidelines with regard to tendering procedures, contractor selection and supervision and monitoring of works. 
Oversee the QA/QC monitoring of all project work activities during construction, i.e. materials/products are factory tested (FAT) and site tested (SAT), overall testing and testing and commissioning and through substantial completion/handover of the project. 
Prepare reports as needed on the status of project implementation. Prepare and maintain site diary report on contractor performance as well as periodic reports on the status of the project, ensure the document controls of work related records. 
Participate in and contribute to project level coordination meetings with relevant IOM staff members, contractors and stakeholders, including WASH UN cluster. 
Ensure that document controls for engineering work including communication records with contractors/stakeholders are well maintained. 
Supervise IOM field engineering and rehabilitation project monitoring staff members. 
Responsible for the overall review of progress payment application by contractors for work completed conforms to the design intent, specifications and method statements. 
Interface with local municipalities and local community management committees on all aspects of project implementation particularly in relation to problems encountered during the course of implementation of the project. 
Report any project difficulties/problems in construction process and activities, along with possible solutions to these problems to the Senior. Program Coordinator. 
Undertake duty travel as needed to assist with monitoring and supervision of refurbishment works. 
In coordination with Senior. Program Coordinator, liaise and meet with relevant donors on a regular basis to share progress reports and challenges encountered. 
Ensure direct monitoring of projects activities. 
Conduct regular field visits to the project sites. 
Perform such other duties as may be assigned.
Project reportingThis role reports to the Senior Program Coordinator.
Key competenciesEducation: 
Master’s Degree in Civil Engineering or a related field from an accredited academic institution with five years of relevant professional experience. 
University Degree in the above fields with seven years of relevant professional experience. 

Experience: 
Experience in construction engineering including projects related to civil works, public services, office buildings, road construction, industrial buildings etc. 
Full Working Knowledge of AutoCAD required. 
Significant experience as Onsite Field Manager of rapid set up projects and in design of community projects. 
Previous experience in humanitarian projects. 
Experience of working with local and international humanitarian communities desirable. 
Extensive work experience in the field of migration and refugee assistance in post-conflict zones and in a high risk environment. Ability to supervise, direct, coach and mentor staff. Drive for results and with effective resource management skills. 
Excellent communication and negotiation skills. Understanding of complex social-political environments. 
Ability to work under extreme pressure in difficult conditions while maintaining security awareness. 
Flexibility and focus on processes and their improvements.

Languages: 
Fluency in English is required. Working knowledge of Arabic is an advantage.

The Project

The project, funded by Japan International Cooperation Agency (JICA), aims for financing the Andhra Pradesh Irrigation and Livelihood Improvement Project Phase II.
The development objective of the project is to improve livelihoods of farmers in the command areas of old irrigation projects by increasing agriculture productivity and actual irrigated area through modernisation of old irrigation systems for improvement of irrigation efficiency, institutional development and capacity building of WUAs for participatory irrigation management, and FPOs for integrated farming system and other agriculture activities, and support for local animal husbandry and fishery communities leading viable livelihoods.

Your Main Duties in this Position

  • Setting-up an effective organizational structure for the Consultant Team.
  • Preparing and implementing all administrative systems and procedures needed to ensure the effective implementation in accordance with the scope of works with acceptable international standards.
  • Being responsible for overall direction of the Consultant Team, coordination of inputs, and management of individual experts.
  • Being responsible for the overall management of planning, design, construction supervision of agriculture infrastructure and institution building program and farmers support program.
  • Having overall responsibility for the timely delivery and quality of all outputs.
  • Managing the relationships with the government, PMU/DIU, JICA and all other stakeholders.
  • Advising on construction and contracting methods, and performing a comprehensive analysis of options, benefits, risks, mobilization and implementation schedules.
  • Assisting the PMU/DIU to prepare invitation for tender; preparing bid evaluation criteria, initially evaluating and providing advice to the PMU on alternative proposals, and elaborating on recommendations with a ranking of all contractors concluding with a suggestion of the technically and economically qualified bidder.
  • Identifying important technical and managerial issues which affect progress, safety, quality and compliance with safeguards.
  • Reviewing mobilization of the Contractor's resources (experience of the personnel, equipment and tools, quality and quantity of material, funds, etc.) and recommending additional resources to be mobilized.
  • Guiding, coordinating and supporting program activities and providing overall guidance and direction, and ensure that the Consultant works in harmony with other ongoing and planned programs.
  • Advising PMU/DIU in coordinating the planning, management, monitoring and reporting of all project activities including supporting the development and implementation of progress monitoring systems.
  • Advising PMU/DIU with packaging contracts and finalizing tender documents.
  • Coordinating with and assisting PMU/DIU on any relevant activities for the project.
  • Preparing monthly progress reports and quarterly progress reports in a form agreed with the PMU and JICA (in PSR), and submit the reports.
  • Preparing a final report, which will be a compilation and condensation of the data presented in regular monthly progress reports, together with copies of as-built drawings within two months from the issuance of the defects liability certificate.
  • Preparing a services completion report.

Your Educational Background

Min. Bachelor of Science in Irrigation or Civil Engineering

Your Expertise / Profile

  • 15 years' work experience in irrigation-related projects, at least 2 years of these on international projects outside India
  • At least two comprehensive irrigation-related projects in which he/she served as team leader or co-team leader
  • At least two irrigation-related projects in South Asian Countries, preferably India
  • A minimum of 10 years' work experience in Japanese ODA loan projects
  • Proficiency in English language skills (writing & speaking)

Time Schedule / Duration of Assignment

The project is scheduled to start by February 2018 and will run for 72 months.
The duration of your assignment in this role is set on intermittent basis for 63 months over the entire project period; the exact assignment times are subject to project needs.

The Project

Your Main Duties in this Position

  • Review the procurement plan and contract packages with regard to procurement and financial management, and draw attention to changes which may have become necessary since their preparation;
  • Assisting the PMU/DIU with procurement, review the progress, recommend adjustments and identify lessons learnt that can be applied to procurement of all other remaining packages in the procurement plan;
  • Annually updating the procurement plan according to actual implementation schedule and agreed changes, accounting for content, schedule, resources, contract awards and disbursement;
  • Preparing a procurement handbook in accordance with JICA procurement policies and guidelines and government regulation;
  • Guiding, supporting and monitoring the PMU/DIU in procurement and financial management in accordance with the procurement guidelines;
  • Assisting cost estimate, bill of quantities, disbursement plan;
  • Preparing standard criteria and checklists for evaluation of the tenders and assist the PMU/DIU in preparation of the bid evaluation reports, and assist them in reviewing the selection process of bidders;
  • Carrying out construction supervision of civil works (minor and medium irrigation projects) with department engineers for the following works, pre-construction meeting, review and advice contractor's work plan, work progress control, quality control, safety control, etc.;
  • Assisting the PMU/DIU with contract negotiations, preparation of contracts and contract awards;
  • Managing complete and updated files on all contractual issues including submittals, securities, insurance, and related documents;
  • Examining contractor's claims and support the PMU/DIU with determination of need for contract variations, etc.;
  • Updating, monitoring and evaluating the payment and disbursement of all packages in the project and identifying the causes of existing problems, delays and proposed remedial measures;
  • Assisting the PMU/DIU in preparing monthly reports for procurement and contract awards, contract management and performance of each contract package;
  • Providing advice as required helping resolve contractual and construction matters.

Your Educational Background
