UNOPS office for the English and Dutch Speaking Caribbean is based in St Lucia and currently oversees seven infrastructure projects (both implementation and technical assistance) in Belize, Dominica, St Lucia, St Vincent, Grenada, and Curacao.
UNOPS in Jamaica supports the Ministry of Health in several initiatives including the refurbishment of a 450 beds hospital in Montego Bay with potential for other hospitals in Montego Bay and Kingston.
This position relates to the projects in Jamaica with the objective of expanding UNOPS support. The position also relates to supporting other health infrastructure projects within the Caribbean sub-region. The Project Manager will be responsible for the day-to-day operations of the project(s) and will provide services to the different donors, partners and beneficiaries. He/she is expected to meet and exceed the organizations performance and delivery goals.
The Project Manager ensures that the project(s) produce(s) the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The Project Manager is also responsible for the project producing a result capable of achieving the benefits defined in the Business Case(s). He/She will contribute to the overall business targets and needs.
The project manager is responsible for all aspects of the project life cycle. S/he must be able to apply, with some degree of autonomy, the below duties and responsibilities of the project success criteria: Stakeholder Management:
  • Establish solid working relationship with the project board (Executive, Senior Users and Senior Suppliers), client and key stakeholders
  • Manage communications and ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover products
  • Advise the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance)
  • Manage the information flows between the Project Board/OC Director and the project(s)
Delivery and Performance:
  • Develop and maintain project plans
  • Implement approved project plans (including the establishment of milestones) within tolerances set by the project board
  • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life cycle.
  • Manage the production of the required products, taking responsibility for overall progress and use of resources and initiating corrective action where necessary
  • Liaise with any external suppliers or account managers
  • Authorize Work Packages
  • Advise the Project Board and OC Manager of any deviations from the plan
  • Identify and manage risks so that maximum benefit to client and stakeholders is achieved
  • Manage and review product quality and ensure products are accepted
  • Monitor and evaluate performance of service providers
  • Identify and report potential business opportunities for UNOPS to supervisor
  • Identify and report threats to UNOPS internal business case to supervisor
Procedures:
  • Follow the Project Management Cycle Instructions and ensure that all organizational policy is complied with (Organizational Directives and Administrative Instructions)
  • Prepare/adapt the following plans for approval by the Project Board: I. Project Initiation Documentation; II. Stage/Exception Plans and relevant Product Descriptions
  • Prepare the following reports:
  • Highlight Reports
  • End Stage Reports
  • Operational Closure Checklist
  • End Project Report
  • Handover Report
  • Maintain the following: i. Electronic Blue File; ii. Procurement, HR and Finance files as required by those practices as per OD12.
  • Ensure that all expenditure comply with UNOPS Financial Rules and Regulations (FRR).
  • Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
  • Understand and manage UNOPS overheads, allocable charges, and related corporate charges as they apply to the project
  • Understand the unique structures of the UN and budget appropriately for personnel
  • Manage and remain accountable for expenditures against the budget (based on accurate financial reports)
  • Where the Project Manager has no delegation as a committing officer, s/he retains these responsibilities and will monitor and instruct/request others to carry out the relevant commitments and disbursements.
Knowledge Management:
  • Participate in the relevant Communities of Practice
  • Actively interact with other PMs and the PM community to share case studies, lessons learned and best practice on the Knowledge System.
  • Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies
  • Complete lessons learned as per reporting format
  • Incorporate lessons learned from others as per planning format
Personnel Management: if applicable
  • Lead and motivate the project management team
  • Ensure that behavioral expectations of team members are established
  • Ensure that performance reviews are conducted
  • Identify outstanding staff and bring them to the attention of the OC Director
  • Have a thorough understanding of UNOPS personnel contract modalities (including ICA and Staff)
  • Select, recruit and train team as required by project plans
  • Perform the Team Manager role, unless appointed to another person(s)
  • Perform Project Support role, unless appointed to another person or corporate/programme function
  • Ensure safety and security for all personnel and comply with UNDSS standards
4. Monitoring and Progress Controls
Success of the project(s) and hence Project Manager will be based on the Success Criteria of UNOPS engagements which are linked to the above mentioned responsibilities
5. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
  • Advanced University Degree in Civil Engineering, Architecture, or other relevant discipline.
  • University Degree (bachelor's degree / first level) with a combination of 2 additional years of relevant professional experience in Civil Engineering, Architecture or other relevant discipline, may be accepted in lieu of the advance university degree.
  • PRINCE2® Foundation is an asset
  • PRINCE2 Practitioner Certification – Preferred
  • Complete the UNOPS Project Management Foundation course (within one year after signing this TOR)
b. Work Experience
Five years (or more based on academic credentials) of progressive experience in infrastructure project development and/or management. Experience in health infrastructure. Experience in the design and/or construction of hospitals. Experience on project reporting. Experience in developing countries is an advantage. Budget management experience is considered as an asset.

Supervisor Engineer (Site Supervisor)

Kathmandu Forestry College (KAFCOL), which was established in 2005, is the first and currently the only public company with mandate of producing forestry graduates in Nepal. The College, which is affiliated with the Tribhuvan University, and Council for Technical Education and Vocational Training (CTEVT) of the Ministry of Education, is currently running four academic programs: (i) B.Sc. Forestry, (ii) Diploma in Forestry, (iii) M.Sc. in Natural Resources Management and Rural Development (NRMRD), and (iv) M.Sc. in Geographical Information Science and Systems (GIScience) in cooperation with the Salzburg University, Austria. KAFCOL is looking to hire a competent Supervisor Engineer (Site Supervisor) to oversee the execution of the construction and relocation of its premises to Matatirtha. Job Description

Under the supervision of the KAFCOL Principal and Construction Management Team, the Supervisor Engineer shall be responsible to carry out the duties and responsibilities of the KAFCOL General Conditions of Contract for Civil Works. The Supervisor Engineer will be responsible for successfully implementing the new college building and associated constructions plan. He/she shall supervise and follow up all the conditions of the constructions contract, including the special conditions, as per the technical specifications, bill of quantities and drawings.
Goal and Objectives
  • The main objective of this assignment is to secure professional technical, organizational and supervisory support for execution of the construction and relocation of KAFCOL premises to Matatirtha, including setting out and determining the location for all project’s items installations
  • involved in construction operations
  • The assignment includes oversight of the design implementation of the civil works and to ensure conformities of the civil work to be done in accordance with the approved technical documents
  • The Supervisor Engineer works as part of the site management team under direct supervision of the Operations Manager and KAFCOL Principal and will share responsibility for site security, health and safety, and the organization and supervision of material and human resources
Scope of Work 
The Supervisor Engineer (SE) will be acting as the main technical adviser in the construction of KAFCOL infrastructure at Matatirtha. The scope of work, among others, include the following.
  • Review  relocation  technical  documents,  interior  designs,  electrical, telecommunication designs, BoQ…etc., He/she shall check and coordinate all requested works before construction and secure implementation time framework as well as the day-to-day supervision, coordination, monitoring and follow up of all supply and installation items of premises relocation tasks in accordance with an agreed upon action plan and timeline
  • Review produced technical documents in conjunction with other relevant structural, mechanical, electrical and special systems drawings and all relevant sections of the specifications
  • Facilitate the approval of site setting and ensure exaction are done according to the specified and required standard; monitor progress of civil works activities on day-to-day basis to ensure that the contractor complies with approved specifications, Bill of Quantities (BoQs) and work plan
  • Ensure that quantities and quality are accurate and conduct day to day site inspections of the construction to ensure that execution of the work is done according to the specifications and BoQs of Standard Bidding Documents.
  • Supervise the   Contractor and advise/propose for correction   in case of   anydefects/variation/additional/deletion of items identified, and update the KAFCOL Principal and Operational Manager on the work progress on weekly basis including setbacks. He/She has to ensure that any matter that requires attention is reported to the Operational Manager and the Principal for action and correction
  • Prepare monthly progress report and ensure completion of tasks on time and provide recommendation and clearance for payment for the works done after due verification of bills. Also provide designs and BoQs for any additional works identified during implementation of specific civil works contracts, seeking approval from the Operational Manager for any change
Job Description, Duties and Responsibilities
The overall responsibility of the Supervisor Engineer is to check produced plans, drawings and BoQs for the accuracy of calculations, ensuring that all materials used and work performed are as per the approved specifications. Overseeing the selection and requisition of materials, agreeing a price for materials, and making cost-effective solutions and proposals for the intended project, managing, monitoring and interpreting the contract design documents; liaising with any consultants, subcontractors, supervisors, planners and the general workforce involved in the project, day-to-day management of the site, including supervising and monitoring the site labour force and the work of any subcontractors, are some of the specific responsibilities. 
The Supervisor Engineer's responsibilities are (but not limited to) the following:
  • Planning the work and efficiently organizing in order to meet agreed on deadlines
  • Coordinating and executing of day-to-day operations pertaining to the constructions and relocation
  • Overseeing quality control and health and safety matters on site
  • Close monitoring and on-site supervision of the works, including the contract administration for the works, and technical advice and assistance to contracted contractor and labourers
  • Coordinating of moves in IT-infrastructure, networks, telecommunications, LAN/WAN, Telephony and Audio Visual/Video Conferencing, Public Addressing system, Satellite Connection System, Access Control System and CCTV
  • Act as the first point of contact for team of architects and selected vendors
  • Room allocation plans and associated responsibilities
  • Planning,  management and  supervision of  furniture transportation  from the  current premises to the new premises and their reassembling.
  • Managing interior fit-outs
  • Monitoring and reporting to the KAFCOL Principal and Construction Management Team the progress, completion and or pertinent issues
  • Preparing/defining specifications for tenders and contracts as per the KAFCOL financial processes and policies and analyze tender returns.
  • Sourcing, negotiating and choosing suppliers which may include agents, legal and market expertise
  • Any other Engineering  Business (AOB)  pertaining to the constructions and relocation
  • Resolving any unexpected technical difficulties and other problems that may arise

  • Clear monthly work plan schedule for inspection of construction works.
  • Weekly and monthly progress report on civil works activities.
  • Construction works well inspected and timely completed based on approved specifications.
  • Well-articulated evaluation report on the performance of the contracted contractor
