District Project Engineer, Sindhuli, Okhaldunga, Kavre, Nepal

1. General Background of Project / Assignment
The Norwegian Embassy in Nepal has requested UNOPS to assist the Government of Nepal in the reconstruction of earthquake-affected educational facilities. UNOPS proposes to rebuild or retrofit 39 damaged schools in the areas of Nepal which have experienced significant destruction and received limited reconstruction help so far. The project is expected to be implemented from July 2018 to June 2021.
The project includes school selection based on needs and close collaboration with the Government of Nepal's National Reconstruction Agency and Ministry of Education. The schools selected will be rebuilt to international standards, both from a structural and functional point of view. UNOPS will commit to quality learning spaces which offer all the Government of Nepal-defined Minimum Enabling Conditions (gender inclusion, accessibility, water and sanitation facilities, electricity provision, playgrounds, furniture).
2. Purpose and Scope of Assignment
The Project Engineer (PE) will have strong technical skills and expertise in building construction (preferably in the education sector) with sound management skills. He/She will be responsible for quality controlling of day-to-day implementation of the project while keeping the project progress and will report to the District Construction Manager on a regular day to day basis and specially when issues and project risks have to be escalated. He/she is expected to meet and exceed the organizations performance and delivery goals and provides services to the different donors, partners and beneficiaries.
The project engineer shall have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to ensure the project products are capable of meeting the business cases for both UNOPS and the client
  • Review the contractor's work programmes, resource schedule and project implementation plans
  • Ensure that the contractors staff comply with their work plans and complete the work within the specified scope and time frame;
  • Supervise construction on site, ensuring that the works meet the quality standards expected by UNOPS and in accordance with specifications laid down in the contract.
  • Assess and recommend variation orders submitted by the contractors by preparing corresponding cost estimates, rate analysis based on current market prices.
  • Assess and evaluate the contractor's performance and resources;
  • Verify contractors payments for certification by the Project Manager
  • Coordinate with Government of Nepal authorities and contractor for smooth implementation of the project and ensure the functionality of the hospital with minimum disturbance.
  • Participate in the progress review and project coordination meetings, prepare minutes of the meeting and forward to Project Manager for approval.
  • Perform other duties as may be assigned by the Project Manager.
  • Deliver fully functional schools as per the design documents meeting UNOPS expectation.

  • Regular monitoring of Programme/Schedule;

  • Checking and certifying and conducting appropriate quality control tests of Form work, Reinforcement, Concreting and other works;
  • Ensure quality of materials being used meet the relevant specifications and standards;
  • Supervision of finishing works such as plastering, painting, tiling etc;
  • Certify the joint measurement of work done taken by quantity surveyor with the contractor's representative at regular intervals;
  • Keeping site records relating to materials, labour and plants and equipment at site and shared with quantity surveyor for reporting;
  • Ensure safety at site.
  • Environment monitoring.
Education
  • BSc Engineering specilized in Civil Engineering is required
Work Experience
  • At least 2 years of relevant experience in the building construction field is required
  • Multi-tasking, flexibility and attention to details while maintaining a high service level is preferable.
  • Proficiency in Microsoft Office 2010, Microsoft Project, Microsoft Access, databases and internet. Ability to draft various types of documentation in English is required.
  • Knowledge and use of drafting skills with AutoCAD software is essential.
Language
  • Full working knowledge of English and Nepali is mandatory.
  • Project Management certification (for example PRINCE2® Foundation is desirable)
  • Demonstrates strong technical knowledge and commitment to continuous learning.
  • Demonstrates results orientation and focus on solutions.
  • Ability to develop and maintain effective work relationships with clients, donors and other stakeholders.
  • Ability to plan work in a collaborative manner and to manage priorities

    The main goal / objective is to support UNICEF in the implementation of Prefab projects activities, in ten districts all around Kathmandu valley.  The Field Engineer will supervise all the field activities, providing proper instructions to the awarded companies for the construction of health facilities and solar systems, in close cooperation with the Engineer Coordinator and the Construction Specialist in Kathmandu. The incumbent is responsible for ensuring that the project produces the required products within specified tolerances of time, cost, quality, scope, risk and benefits, and for the project to produce the results required to achieve the benefits as defined.
    He/She must coordinate all aspects of the project related to its’ implementation stages, identifies implementation and financial problems and assists in resolving them, by taking appropriate action, drafting required correspondence to parties concerned and preparing reports.

    Degree in civil engineering, construction engineering, architecture or other relevant technical area with at least 3 years’ experience in a similar assignment; knowledge of construction materials, construction methods, and the appropriate tools to construct structures and buildings; knowledge of structural engineering in the design of reinforced concrete, steel, and masonry as applied to construction of buildings and structures; proven ability to identify potential problems and recommend appropriate solutions manner; strong links in humanitarian community and institutional partners; excellent writing and presentation skills; familiarity with building regulations in Nepal, ability to work productively in a multi-cultural environment; good health and willingness to travel and live in locations with difficult conditions.
    Specific past experience in prefab building solutions would be very important.
    Experience working in the UN or other international development organization is an asset.
    In addition, the incumbents should:
    • Excellent knowledge of both written and oral English and Nepali languages is required.
    • Very strong interest in working in the field and/or in remote areas and adaptability to cope with basic living and working conditions.
    • Have a strong capacity to use logic and analysis to identify the strengths and weaknesses of different approaches.
    • Work well in a team with minimal instruction.
    • Have good initiative and ability to apply technical knowledge creatively to ensure conflicts and disputes are resolved among contractors, Government authorities and final beneficiaries.
    • Current knowledge of the latest developments and technology, with particular reference to prefab building solutions, in the field.
    • Consolidated experience in building materials delivery on-site, in remote districts of Nepal.
    • Strong leadership and teamwork abilities.

    STANDARD MINIMUM QUALIFICATIONS
    Education: University Diploma in Civil Engineering. Hold or be eligible for Accreditation to 'Professional Engineer' or 'Chartered Engineer' status, or recognized equivalent by an appropriate national or international regulatory authority (not necessary, but an advantage).
    Work Experience: Minimum 5 years of relevant civil engineering experience at increasing levels of responsibilities.

    ORGANIZATIONAL CONTEXT & BACKGROUND: Background: This position will be with the WFP Nigeria Area Office Maiduguri and requires the engagement of a competent Civil Engineer, who will work with and report to Logistics. The main tasks required of the position will include engineering supervision of construction works, quality control on site, evaluation of construction works, resolution of construction issues and contract management for construction activities to support WFP's programmes and other operations in Nigeria.
    The Civil Engineer shall be able to demonstrate in-depth technical knowledge and experience required to identify, analyze and resolve complex engineering issues, manage and direct projects and work streams, provide technical expertise, advice and solutions that support strategic results, and formulate new strategies and technical approaches where appropriate.
    The Civil Engineer assigned to this position will require experience in construction contract management, including knowledge and experience of construction contract law or related construction contract formats.
    Reporting Line: The Civil Engineer reports to the Head of Supply Chain in Maiduguri, or other staff member(s) designated by the WFP Head of Area office, and shall take technical directions from the WFP Chief Engineer in Maiduguri/Nigeria, in relation to all aspects of design, construction and contract management for projects in Nigeria, as required.
    JOB PURPOSE
    To provide construction and engineering expertise and contribute to the efficient delivery and quality outputs.
    KEY ACCOUNTABILITIES (not all-inclusive)
    The duties shall include, but are not limited to the following:
    • Supervision of upgrades of Mobile Storage Units: construction of concrete platform for all Mobile Storage Units established in various field locations in Borno State. With the strategy to scale-up storage capacity on the ground, more construction work will have to be undertaken in the coming months;
    • Tendering and construction of Helipads: Site assessment, tendering and construction of a helipad and walkway in Rann and improvements/re-constructions of the helipad and walkway in Ngala.
    • Warehouse upgrades: Evaluation and execution of the renovation work required at the warehouse in Maiduguri, such as fixing the roofs, renovating the drainage, security upgrades, mesh-wiring warehouse, etc;
    Warehouse Annex construction: Working against a tight deadline, the Warehouse Annex has to be constructed and the Scope of Work requires a dedicate engineer to follow up on the whole project.

    Project Coordinator - Livelihood (Engineer)

    CONTRACT LENGTH: Fixed-term until August 2018 with possibility of extension
    CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

    ROLE PURPOSE:
    The Project Coordinator  (PC) - Livelihood (Engineer) is overall responsible for the implementation of livelihood component of Nepal ECHO floods response project in Terai. The livelihood component has two major activities; cash for work to rehabilitate farmers managed agricultural infrastructure and seed and other agriculture input support to rebuild lost livelihoods of flood affected communities of the district.  The role includes but are not limited to design, estimate and supervise the rehabilitation of farmer’s managed agricultural infrastructures through cash for work approach. 
    The position is responsible to meet compliances on project management at various stages of implementation as guided by SCI policies and the donor policies; support partners to follow SCl compliances & working principles throughout the project cycle.

    KEY AREAS OF ACCOUNTABILITY :
    Selection of schemes to be rehabilitated
    • Develop guidelines and criteria for identifying and selecting different agricultural infrastructure schemes to be rehabilitated
    • Identify and select beneficiaries to be involved in cash for work 
    • Ensure participation of beneficiaries and concerned stakeholders in selecting/prioritising schemes
    Planning and budgeting 
    • Prepare or support the partner to prepare a detail implementation plan by using participatory approaches
    • Prepare or support partner to develop a contingency plan (Plan B)
    • Design and estimate the budget for each scheme using district norms
    • Compile the budget estimates of all schemes and prepare one comprehensive phased budget for this component, segregating estimate for local materials, wages and external materials etc. 
    • Prepare a cash (wage) distributon plan 
    Supervision and technical backstopping 
    • Supervise the implementation of the plan and provide technical backstopping wherever required
    • Ensure that appropriate quality is ensured at all levels of work and structures meet all compliances including environmental compliances
    • Ensure beneficiaries’ and concerned stakeholders participation in implementing the plan (rehabilitation of the schemes)
    • Ensure that affected people participated and gained benefit from cash for work activities
    • Support PNGO to distribute wage to the participating individuals and keep the record of recipient 
    • Track the project progress and budget vs expenses every month 
    • Conduct public audit of all schemes 
    Project progress review and monitoring
    • Understand the project log frame and M&E plan, prepare and implement tools and checklists for monitoring and train partner staffs on using these tools and checklist
    • Work closely with Senior Project Coordinator (Livelihood), Humanitarian Manager and MEAL Coordinator to establish baseline and final assessment
    • Ensure partners have M&E plan, monitoring checklists and conduct regular field visits with appropriate tools and checklists, including interacting meaningfully with beneficiaries to learn about program effectiveness and needs of the beneficiaries. 
    • Review the progress made by the partners on a trimester basis and identifies and work with partner organizations to improve their capacity, cost efficiency, accountability and organizational performance
    • Assist partners to make necessary changes in their original plans, if required
    • Share project progress, issues and plans for upcoming months
    Project Reporting and Documentation
    • Jointly develop and finalize the progress report and submit to the Senior Program Coordinator-Sarlahi
    • Work closely with the MEAL Coordinator to document the innovative approaches, best practices, lesson learned, and case studies and shared at appropriate level
    Capacity Development of Partner and Stakeholders
    • Orient partners and stakeholders on project’s goal, objectives, expected results, strategies and work plans 
    Partnership Management, Compliance and Organization Development
    • Understand and orient partners on Partnership policies, Government, SC and Donor compliances.
    • Ensure partner comply the organisational policies, Government, SC and donor’s requirements including Child Safe guarding policy
    • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies

    QUALIFICATIONS
    • Master’s degree in Management, Agriculture or Social Science(s) with Bachelor’s degree in Civil or Agricultural Engineering
    EXPERIENCE AND SKILLS


    • At least 3 years of working experience on cash based programming on farmer’s managed agricultural infrastructures
    • Sound working experience with local government and local NGO
    • Proven ability in project and partner management 
    • Ability to develop M&E Plan, setting targets, work plan, budget etc. 
    • Demonstrated ability in use of computer application
    • Strong analytical and writing skills with demonstrated ability to write progress reports, project briefs, developing process guidelines and quality benchmarks 
    • Demonstrated strong interpersonal skills to work with divers team and effectively working with governments and non-government agencies
    • Excellent spoken and written communication in English and Maithili languages
