Country Background
CRS Philippines was established in 1945 and is the longest-running CRS country program in the world. Currently, CRS Philippines focuses its work on agriculture, peacebuilding, emergency response, disaster risk reduction, and health. The Philippines country program has more than 150 staff with a main office in Manila and sub-offices in Davao, Tacloban, and Catarman. CRS programs are implemented through a national network of partners, in close coordination with local, municipal and national government agencies. The Country Program also provides support to CRS's work in Indonesia, Timor Leste, and the Federated States of Micronesia, and has drawn international recognition for the impact, timeliness, and innovation of its programs and approaches.
Project background
On 8 November 2013, Typhoon Haiyan, known locally as Yolanda, and the related storm surge caused catastrophic devastation in Tacloban and throughout Leyte and Samar provinces. In the district of Anibong, the Typhoon caused hundreds of human losses and destroyed the vast majority of houses as well as community infrastructures.
In the aftermath of this disaster, CRS and the Anibong urban community aim to build safe, sustainable, resident-governed communities as a model for other low-income urban areas in the Philippines affected by emergency shocks. A community-driven organizing approach is assisting Anibong households, since late 2015, living in Tacloban City's No-Dwell-Zone (NDZ) to address their immediate needs, while implementing a resettlement project outside of the Non Dwell Zone (NDZ).
Therefore, CRS Philippines is implementing a three-year project with the following goal: Households from Anibong live in more resilient communities. To achieve this goal, CRS has designed a project with the following strategic objectives: 1) Anibong community members are organized and working towards living in more resilient communities of their preference, 2) Targeted resettlement residents manage land and community structures in a new location, and 3) Targeted resettlement residents live in safer, more resilient housing and community.
Job Responsibilities:
Project implementation:
- Responsible of the high-quality and on-time implementation of the construction related activities (resettlement site, infrastructure, facilities and housing) on the Anibong resettlement project. Including participatory and technical detailed design, construction and monitoring.
- Develop detailed implementation plan for project activities and timely updated it, as well as effective and efficient project monitoring and control systems.
- Contribute to the approvals of the plans and technical designs of the project, ensuring the compliance with relevant local, national and international standards and regulations.
- Contribute to the writing of the required documents to ensure compliance with best procurement processes, such as tenders and contracts with contractors.
- Assist and support in the selection and management of service suppliers and construction contractors to be engaged to complement the capacity of the CRS construction team.
- Contribute in drafting or provide inputs to the RFP documents/ requirement, and construction contract, particularly for the adoption and integration of local context.
- Coordinate with Procurement section and provide QA/QC support to ensure that construction materials purchased by procurement are complied with the specification required.
- Draft, implement, monitor and recommend adjustments to construction related activities budgets as relevant.
- Manage the financial aspects of the construction related activities together with the Program Manager and the Head of Office on budgeting, cash forecasting and spending plans and reporting for technical activity budgets.
- In coordination with the Program Manager for Community Facilitation, provide support to the Community Facilitation activities related to the construction component of the project that includes participatory urban planning, and participatory housing, infrastructures, and facilities design and construction.
- Consolidate periodic reports of the Anibong technical activities, providing analysis, and giving comments and recommendations.
Management
- Provide inputs and advising about most appropriate systems and strategies for housing, water, sanitation, waste, drainage and electrical systems.
- Provide inputs for the overall implementation of the project, including the social, livelihoods, and MEAL (Monitoring, Evaluation, Accountability and Learning) components.
- Provide input into environmental concerns and environmental hazards. Ensure that environmental and sustainability issues are considered in the program design and implementation, in keeping with agency best practices and the guidelines.
- Develop a quality assurance / quality control mechanism, including material and construction quality, and ensure the agreed QA/QC procedures are implemented on site.
- Develop Occupational Health and Safety (OHS) Policy and Safety and Health Rules at worksites for Anibong project.
- Ensure compliance with quality, safety, and environmental standards for the project, in keeping with internationally agreed best practices or as otherwise outlined in agency guidelines.
- Develop construction management systems for the direct hire construction crews and other local tradesmen for the fabrication of buildings and other structures.
- Develop appropriate implementation and monitoring methods, which draw upon the best practices of CRS, other agencies.
- Produce technical drawings and sketches of structural designs, construction details, and other technical details and guidance required by contractors and/or communities to successfully complete project activities.
- Develop technical designs, material specifications, bills of quantities, and work plans, as required by the Project.
- Advise on the resources needs (materials, financial, staffing, etc.) for the Anibong Project
- Assist and support in the development of project documentation, including technical designs and cost plans, tender and contract documentation, project tracking tools, and program budgets, as required by the Program Manager
Capacity Building:
- Contribute to the development of technical guidelines (Standard Practices and Technical Specification for the Community- Led masonry House Construction), training materials aiming resilient construction cultures, DDR practices, operations and maintenance, and behavioral change strategies.
- Develop training of trainers' activities to capacitate project team such as community facilitation team, foremen and engineers, in order to reach a behavioral change among project beneficiaries.
- Contribute to the design and development of the manual and training of maintenance of housing and infrastructures to be distributed to beneficiaries upon project completion.
- Place a major emphasis on building the capacity of CRS staff and partners in Shelter/ Housing and Settlement. This can be done through both formal and informal (on the job) training opportunities.
Representation and Coordination:
- Work closely with the Head of Office, Program Manager and Program Manager for Community Facilitation, ensuring coordination, shared understanding and communication among them.
- Collaborate and coordinate with the correspondent CRS departments and units to develop his responsibilities, including MEAL unit, as well as Administration, Procurements, Human Resources, Logistics, Fleet and Finance departments.
- Represent CRS in discussions or meetings with National and local authorities/ Tacloban City Government, including but not limited to City Housing Office, City Planning Office, and City Engineer), institutions (i.e.: National Housing Authority, DepEd, DPWH, etc.), non-government organizations and relevant UN agencies, as requested by the Head of Office and Program Manager.
- Represent Anibong resettlement project in meetings with contractors, firms, suppliers and private companies related to the construction activities of the project.
- Promote the sharing of best practices and response strategies for Shelter and Settlement with NASSA and other CI MOs.
Supervision
- Direct supervisor of the technical team of the project (Senior Construction Manager, Community Architect, QA/QC Engineers, Quantity Surveyor, Site Supervisors other technical staff working in the construction related activities)
- Provide oversight / coaching and mentoring to the team members.
- Identify staff development needs and coordinate appropriate training opportunities.
- Regularly communicate with the team and engage team members in key decision making.
- Identify staffing needs on a timely basis to ensure appropriate recruitments. And assist in recruitment of technical staff, as requested
- Identify talent and provide on the job learning and other growth opportunities to develop new leaders in the country program;
Typical Background, Experience & Requirements
Education and Experience
- A degree in a construction-based discipline including Civil Engineering, Architecture, Construction Management or related technical field, or equivalent professional experience.
- A minimum of seven (7) years of Project Management, and/or construction experience, including a minimum of five (5) years construction site supervision and contract management, plus a preferred minimum of three (3) years experiences managing post disaster housing re-construction projects
- Experience in community development, community mobilization, or similar self-help initiatives, and a desire to maximize integration of program delivery, is preferred.
- Highly knowledgeable in appropriate construction administration systems and procedures, in particular control of works and financial management.
- An awareness of local construction technologies and materials.
- An awareness in urban interventions, resettlement and reconstruction specificity.
- Qualification or experience in urban or town planning will be seen favorably.
- Excellent communication and negotiation skills. Ability to read, analyze and interpret administrative reports, technical procedures, or government regulations.
- Ability to write reports, and procedure manuals and effectively present information and respond to questions from CRS senior management.
- Fluency in English (both spoken and written).
- Awareness, sensitivity and understanding of cross-cultural issues particularly.
- Excellent understanding of local NGOs and government system, with knowledge and appreciation of the vision and mission of CRS.

Travel Required
No travel out of Tacloban required. CRS office and resettlement site are 9 Km far away.
