International Structural Design Engineer

DAARTT (Danish Assistance to Afghan Rehabilitation and Technical Training) is an NGO established in Afghanistan by the Danish People’s Aid (DPA) in 2003. DAARTT is specialized in construction and in building capacity in all aspects of construction. DAARTT core staff consists of experienced Afghan engineers and architects. DAARTT has constructed more than 150 schools, clinics and other buildings in Afghanistan and built capacity of the Afghan people and government entities.

DAARTT will be supporting the Ministry of Education’s Infrastructure Services Department (ISD) in strengthening its school designs and related management systems. (The designs should be suitable for earth quake as well as hot and cold weather zones in Afghanistan). The assignment will be carried out by a team of international and national architects and engineers.

DAARTT is therefore looking for a structural design engineer, to:

· make a rapid review of the structural parts of the six most used school designs and suggest overall improvements;

· advise on, train and support ISD design staff in redesigning the structural parts of the six school designs;

· design the structural parts of a low cost school, which can be built by local communities with local material;

· design the structural parts of a new, temporary school design;

· support the elaboration of detailed technical specifications and exhaustive bills of quantities for all the new designs;

· review and support improvement of ISD’s computer based cost-estimation system and system for annual update of cost data;

· support finalization of a report on possibilities for use of pre-fabrication in school construction in Afghanistan;

· support finalization of a manual consisting of formats guiding the construction process and TOR for the various functions involved.

The International Structural Design Engineer will report to the Lead consultant (International Architect) and be supported by a national structural design engineer and a civil engineer specialised in elaboration of bills of quantities and e-systems for quantity calculation and cost estimation.

Qualifications

Advanced university degree in civil (structural) engineering. At least 20 years’ experience with structural design of buildings (preferably including school buildings), elaboration of technical specifications and bills of quantities, as well as development of e-systems for quantity calculation and cost estimation. Experience with technical assistance in the field of construction and with training, facilitation of workshops and report writing in English. Familiarity with Afghanistan or the region a distinct advantage. Good computer skills and solid knowledge of design software. Complete command of written and oral English. Fluency in Dari and Pashto an added advantage.
