Project Engineer for Nepal 2017 Floods Early Recovery Project (short term position)  Job purpose  Background  Inordinately heavy monsoon rains during August 2017 have resulted in flooding and landslides in 28 districts of Nepal; of these districts, 19 are considered severely affected. The latest situation reports from the Nepal Red Cross Society (NRCS) indicate more than 1.7 million people (352,738 households) have been affected, with 461,000 persons (92,210 families) displaced and 141 deaths (Nepal Red Cross Society, Flood situation report, Aug 23 2017). American Red Cross is providing support to Nepal Red Cross Society through the IFRC appeal and bilaterally in response to the flood.  In partnership with American Red Cross, Nepal Red Cross Society will implement the Nepal 2017 Floods Early Recovery Project in Sarlahi district through a bilateral agreement.  The project has two components: promote flood resilient habitats and establish raised community tube wells serving marginalized families.  In order to support and guide implementation of the project at district level, the American Red Cross (AmCross) is seeking an experienced Project Engineer to work closely with the NRCS to provide technical support at district level. The initial contract duration for the Project Engineer is for Six Months with possibility of extension.  The Project Engineer will be based in Sarlahi, Nepal. The position will report to the Early Recovery Project focal person of American Red Cross Nepal Delegation and the Response Lead. He/She shall maintain an integrated, collaborative relationship with M&E, Admin and Finance teams.   Job duties and responsibilities  The scope of work shall comprise but not necessarily be limited to the following:Design and develop approaches and strategies for the implementation of the project in consultation with NRCS. Support NRCS team in the beneficiary selection process. Develop implementation plan which includes periodic plan (weekly, monthly) in consultation with NRCS Innovate and customize design and estimates for any constructions required under the project, considering flood risk, other hazards and site requirements in consultation with AmCross shelter and WASH team. Orient volunteers and local staff of NRCS on drawing for flood resilient settlements Design and prepare detail estimate of raised, disability friendly community tube wells in consultation with AmCross WASH team. Actively involved for water quality testing as per Nepal Water Quality Standard. Provide technical support to NRCS staff and volunteers specially on construction of toilets and tube wells Actively engage in project planning and implementation in coordination with stakeholders Develop reporting and monitoring tools required for each level together with M&E team. Ensure reports are prepared in standard format and on time in the district level. Work closely and collaboratively with Nepal Red Cross Society (NRCS) to coordinate with and support  for timely implementation of the project  Position Requirements  Education   Required Preferred Bachelor in Engineering (BE, Civil) X Experience Required  Preferred ·        Minimum of 2 years of experience in emergency shelter/water, sanitation and hygiene X Knowledge and Skills Required  Preferred ·        Design and detail estimate for infrastructure related projects in Shelter, WASH, Livelihoods X ·        Demonstrated ability to adapt and work effectively in dynamic and demanding operational environments. X ·        Excellent interpersonal skills and the ability to work effectively and in a collegial fashion with people from a wide range of backgrounds and cultures. X ·        Ability to prioritize, meet deadlines, and achieve results through collaboration. X ·        Excellent computer skills, particularly in MS Office X ·        Knowledge of AutoCad and other engineering design software X ·        Willing to work in Terai; good understanding of the needs of marginalized communities and ability to work well with them X Languages Required  Preferred Fluent spoken and written English X Fluent spoken and written Nepalese X Fluent spoken local language of Terai/Sarlahi District X Competencies (to be filled in by HR) Coordination Team Work Partnership with National Society Communication Program Management
